It actually worked
Worked as advertised. Tried several other adhesives on reinforced flexible (billboard) vinyl and they didn't hold. This actually welded the pieces together and I could not pull them apart after a few hours.

Sticks well vinyl to vinyl
I used this glue to attach 3 inch diameter D-rings to my vinyl boat. I did the surface prep as shown on various youtube videos, wiping with fresh acetone. The product instructions say alcohol but videos say alcohol is like the third best choice after MEK, Acetone, then alcohol.I found the glue was too dry after the recommended five minutes, the "tackiness" was entirely gone and the parts would not stick. I tried again and settled on about a one minute tack time. It was nearly 85 degrees and very low humidity, that may have made the material dry out more quickly.So, now the D-rings are attached and seem very strong. I would like to believe the glue bonded with the vinyl so the joint is actually one melded piece. Time will tell.

Worked Great on inside Golf shield
Built a custom interior "den" for practicing golf. Made the "den" from a 600x600 denier 100% polyester canvas that had a plastic PVC backing. As expected, seams and holes created for hanging the "den" became the weak points and started splitting after many direct hits. Tried numerous patching "glue" options. HH-66 Vinyl Cement appears to be the winner! Easy to apply, maintains a reasonable level of flexibility, and so far, has shown to maintain the best adhesion.

Works great underwater
I bought it to patch holes on my pool vinyl liner. It works as it describes on Amazon. Great result!

It does what it's supposed to.
I needed to build a custom PVC box to mount a utility box on the side of my house. With vinyl siding you don't really wanna just go screwing utility boxes into the siding, and I couldn't find a box that looked right, so I made my own. In order to weld the PVC together I used this product. It sticks pretty quickly, dries very fast, holds well, and doesn't leak if you did it right. It does smell bad, so make sure you use it outside.

Best vinyl glue out there
Commercial inflatables? This and some trucking tarps are enough for most holes
